I do miss Khadgar, but I preferred the WoD version, his Dad jokes got a bit too much in Legion. He was still a great character though.

I think he’ll come back and we’ll find what he’s up to in the next expansion, or the one after that at most.

But was Medivh actually ever a member of the Kirin Tor? If I remember right, the Kirin Tor looked up to him, but he was largely independent. It seems weird that they would use it as his affiliation. Seems far more likely to be Khadgar

No, he calls Khadgar a (Kirin Tor) spy when they first meet. Well he did agree to take a Kirin Tor mage as an apprentice so you could say they had a sort of vitriolic cooperation.
Khadgar is in the story if you’ve been paying attention. 
Although not in the forefront he appears a few times in the typical Blizzard plot tease fashion.
But not the forefront 
Let Khadgar take us back to Azeroth and have him back onwards, We can all pretend SL never happened.
