Requirement is Friendly with Enlighted on the Character you’re buying it on.
Goto the Enlightened Quartermaster and buy Pouch of Prodigious Wonders.
Now Blizz, Why did this take so long to implement? Why not just allow players to do this from the start. You already have items for moving Soul Ash/Cinders and Anima, so you already have the tools to do this.

Took them a half year am already unsubbing. The company don’t listen to people they said alting in shadowlands would be doable, then they do the complete opposite lock behind farms and choregasht and reputations farms it feels pointless to even lvl an alt nothing is account wide not even gold Currencies. Like Time walking currencies should be account faction wide then you wouldn’t have to spend a whole year farming on one toon for a silly mount.
Guild wars 2 is much better they have everything accountwide. Even currencys.
Blizzard should make reputations and currencies faction wide and accountwide.
Yes its frustrating as I have started grinding it on my alts already.

Way, way too late. Now DF has been announced, I have no need to waste my time and energy on getting leggos that will be useless in a few months time.
Of course, it’s useful for those who want to do season 4 but I am not among them. I wish they had done it to begin with.
My 3 characters already have full tier set.
But gotta to know i guess?
