Bubbling wax

So I am trying to use bubbling wax on my Hero daggers but i am getting an error: “Target is too high level”.

Is there a hidden item lvl cap on this item?

can we get any info if that was intentional, because if it was, why would you give it to rogues in the first place when i can use it for about 2 weeks, if it’s too strong nerf it but dont just outright remove the ability to use it …
