Buff Dragonrider's Cultivation

Buff Dragonrider’s Cultivation to at least 50% increased Vigor recharge rate. Right now Gathering herbs and ores is pretty annoying with Dragon riding.

It shouldn’t be regeneration, it should just replenish a vigor, either instant or over few seconds

• Rebalanced Dragonrider’s Cultivation, increasing the amount to 400% (from 10%) and reducing the duration to 3 sec (from 10 sec). This should provide more of a bonus for those that like to gather on the go.
