Compared to everything else going on Ice Lance specifically hits like a seriously soggy old over boiled noodle.

I think ice lance is fine as is
I made this post earlier today but i will repeat it here as it’s relevant to ice lance damage
Fingers of Frost is currently bugged in SOD
Currently Fingers of Frost and Frostbite ONLY proc together at the same time, they should instead proc independently .
