[BUG] Arcane nerfs also affected frost orb. 10% dmg loss by mistake

Frozen orb now only generate 4 splinters instead of 6. This was a nerf for arcane and by mistake also applied to frost. I results in 10% dmg loss…

If the hotfix says “Spellslinger - Splintering Orbs Splinter generation cap per orb reduced to 4 for ARCANE Mages (was 6)” why it is affecting my FROST mage?
