Been catching up on old content. I have the quest “The Kirin Tor of Dalaran” and it is complete, but the NPC I am supposed to hand it into is not there.

This has been reported by others as well and we have an open bug for it, though no recent updates.
Some players report success after completing Adventuring in Khaz Algar (using party sync with a low level char if needed), so that might be worth a shot. More info here: https://www.wowhead.com/quest=43179/the-kirin-tor-of-dalaran#comments:id=5969664

So, doing that quest on my main or using a low level alt to do that quest?

I did the emissary quests for kirin tor in the broken isles but tho The war within phase of dala I cant complete The Kirin Tor of Dalaran. as the npc who I need to turn in the quest is absent 
What can I do to complete it?

Also unable to hand the quest in with a character that’s been through TWW Dalaran intro. Submitted a bug report in-game.

i cant hand this quest in either, ive looked all over and don’t know where to start to be able to hand it in, i would like the rep from it as im doing the legion quests for druid form transmogs
There is a lot of quests affected by TWW intro-phased Dalaran, this topic and bug deserved to be fixed.
That being said, i heard that TWW owners is kinda able to finish quests/see NPCs after they finish TWW intro quests and start quests in TWW locations. It’s simply makes Dalaran Legion-phased again.
I did work order for professions in Dalaran. But the NPC (kirin tor) to deliver the quest to is nowhere to be found where its marked on my map.
