When you go to swipe the vale flitter with the fae net and get the 20m glowing bug moth buff, the buff drops off if you don’t hearth back directly to a shadowlands zone. My HS was on cooldown so went via the the Garrison and Ashran, and the buff dropped off when I entered the portal to ashran in my garrison.

I’m not sure this would be considered a bug since there are often fail-safes in place tying specific buffs to certain areas.
It never hurts to make a report if you’re not sure though, so we can double check and make sure everything is working as it should. As always, the best way to pass it along would be with the in-game reporting tool - more info here:
