I was doing ‘new avalon’ quest. Got 4 items and clicked the scarlet insignia. Went back to base camp to return the quest, but inquisitor Jocephine is missing as are all other named npc’s. Abandoned quest, but no help.
I can see other players talking to an ‘invisible’ something, but i can’t see them or target them.
Did a full clean install on game, no addons installed… no help…
So now i am pretty much stuck in phase 8.
Few posts on USA forums on same topic and i already met few fellows in game who had the same problem

I got the same bug…
another funny thing about this npc is that she stops giving you the temporary disguise after you complete a certain step in her questline - namely the one where she wants you to don a disguise and use the insignia…
the only problem is, well, in order to craft the disguise, you need to get into new avalon to access the loom, tanning rack or anvil, and 2 of these cannot be accessed very easily without a disguise, which she no longer provides…
my poor priest had to get escorted like a god damn npc through new avalon to reach the loom so i could craft myself 4 pieces and get rid of the mob aggro.
like, i strictly play healer on this char. no shadow spec. so you can imagine the trouble i had to go through.
kinda stupid to have the temporary disguise provided in the step before this, and then when i need it the most, the npc doesn’t provide it.
bruh.
I’ve got the same issue here after reset even.
Jociphine is back but Caldoran + Beatrix are still missing.
