The quest to continue the campaign questline does not show up in the Foundation Hall. Completed the main questline of Ther War Within on one character but followed this questline on another as this showed up for me. Needs fixing …if can start a questline then must be able to complete it on the same character…not doing it all over again!

The way this works currently you would indeed need to have completed the pre-requirements on the same character, though this doesn’t appear to be intended and we have a bug in for it.
No specific timeframe for a fix, but keep an eye on the support article here for any developments: Unable to Start The Quest “Survivor’s Guilt”.
