Would be a pretty poor choice when the Horde was very split on who they supported. Not really a sensible thing to do to put a statue up of someone some consider a traitor to the Horde. Better to unite the two sides and move on.
Vol’jin never got a statue and he was an actual Warchief. We don’t even have memorials to our leaders who retired or passed away.

I think you have a very wrong image of Saurfang. He was a war criminal that redeemed a small part of his crimes in his last minutes.

Varok and Sylvanas are incomparable. Varok did everything for the Horde he envisioned, a vision that he shared with Thrall, one with the ultimate goal of peace between the Horde and the Alliance.
Sylvanas did everything for herself, with not a single care placed upon others.
The statue in Stormwind, more than anything, would be a declaration of peace intentions between the two factions.
Placing a statue of someone like Saurfang in the SW is a bad idea, you don’t put the statues of the war criminals which had on their hands the blood of countless of your people and he is responsible for the deaths of innocent draenei, and which invaded your country into your cities just because they at the old age started to have the regrets for everything bad they did when they were on the power because they were haunted by bad memories, and which did seek because of that some sort of redemption.
