What’s your budget and how much these parts cost you? What resolution are you planning to use? I am assuming 1080p based on the components listed.
CPU/mobo will not provide practical upgrade path in the future if that is any consideration to you. You are going to have replace both CPU and motherboard if you want to upgrade in the future.
RTX 4060 is not very good but depending on the price it might offer good value. Just 8 GB of VRAM might cause issues in the future - but who knows. Depending on your budget I would look for used card or slightly more powerful new card. From used cards cheaper option would could be RTX 2080 which least here tends go for around 200 euros and is about as powerful as 4060. RTX 3070 is about the same price or slightly more expensive here and would be about 15-20% faster. Both cards have 8 GB VRAM. From AMD RX6700 up would have higher raster performance. RX6800 is slightly faster in ray tracing as well.
RAM: no idea what sort of memory speed Intel likes, but I’d probably try to look for 6000 Mhz kit with lower CL.
PSU: 1000W is total overkill, and Kolink has lots of cheap and poor models. I wasn’t able find any trustworthy reviews of it. My intuition says to avoid it and just get eg. Seasonic Focus GX series or Corsair RMx ~750W+ or so. Corsair RMe series is cheaper alternative but there many reports it being pretty noisy. 650W is probably more than enough as well, least if you stick with 4060 or equivalent GPU.
Cooler: Solid cooler, but quite pricey. Eg. Thermalright Phantom Spirit 120 SE would be very good and cheaper alternative.
SSD: Your selected motherboard has M.2 heatsink for the primary CPU linked slot. No need to pay premium for heatsink here.
Case: ?
Select parts should run WoW without major issues, other than the usual ones in big raids or crowded areas.

as Grelier also mentioned GPU only have 8GB so i would suggest either to go for 4060 with 16 GB or maybe go for a 4070 with 16GB since the 4060 is a bit lover than the 3070 but ofc this is only a suggestion

If you’re building your PC for WoW it might be worth considering going with AMD x3D CPU. For example 9800x3D is most likely the best CPU for WoW out there right now.
