Yes you can.
The Battle.net Balance covers all Battle.net Digital Goods. You just can’t use it for a “Subscription” (Subscription doesn’t mean Game Time).

Then following question if I buy the base expac, for balance can I after that upgrade that base one to epic for real money? Cause I want the epic and it costs atm 2.7 mil gold ingame money. (shudder)

It’s just a normal Store transaction. So as long as you’re paying with either Battle net Balance or IRL money, it doesn’t matter.
The upgrade will be around later on however you choose to pay for it.
I did buy the base game for “small” amount of 1.6 mil and then I will upgrade the base to epic with real money, after I done that the information is visible todo so, I tried to read information before so I wasnt loosing money

If you play all day 24/7 maybe, for most players 1 million golds is impossible to get. The expansion is just 50€ anyway… that’s pocket money if you have a job instead of playing every day haha
