How exactly do I go about this? Long story short, I mistakenly put about $30 CAD into the US store balance thinking I could help pay off Shadowlands. Now I have do it it from the EU store. I pay for everything else in CAD dollars for the game, why can’t I do it for balance?
Blizzard Balance can only be purchased and used with your country’s currency.
As your registered country is Canada, it means you cannot use the balance on it to buy different region store stuffs with it.
I can buy anything else form the store with my credit card. Pets. mounts. Game time. etc. But can’t buy balance? That literally makes zero sense

I can imagine this is confusing if you’ve never experienced it before, but because the services you listed there are bought directly with money from your card, you pay for it in your own currency. Balance is a separate currency that can only be used on our games and website, and so some additional restrictions apply like Saneko linked.
This isn’t something we can help with over the forums, so I recommend you submit a ticket to see what’s possible in your case.
