Is it possible to buy US game time with bnet balance on my EU account and is the balance region locked? If not I should be able to buy it from the US shop?
I don’t think you can and yes the balance is region locked.
You should however be able to put the gametime in your cart from the US shop and checkout using a different payment method like your real life card, credit card, etc.

You can buy game time on a US account with real money, or with Battle.net Balance, if your account is set to use US dollars.
If your account is registered in Europe (or in a country that uses euros), I’m afraid that you wouldn’t be able to buy game time on a US account with your Battle.net balance.
