Hey everyone ! ,
Unfortunalty i tried to solve this problem many times but couldnt find anyway.Actually its simple problem , Blackhand’s Command is droping from Scarshield Quartermaster and our attunement is starting but i tried many times for loot ( maybe 20 or more ) never droped that letter.
Can someone have a any idea about this problem.

The most obvious reason a quest starter item doesn’t drop anymore is that your character no longer needs it because you’ve already completed the quest before.
The command /script print(IsQuestFlaggedCompleted(7761)) should let you know if you’ve completed “Blackhand’s Command” already, if it returns “True” in your chatbox.
