'By Your Leave' quest on chains of domination is bugged

This quest is totally bugged for me, I first couldn’t interact with the person giving the quest, so I tried everything from /reload to disabling add ons to re logging and exiting the game which didnt work. As a last resort I decided to abandon the quest to see if it will show up again but now i cant even seem to see the person giving the quest! its been a whole week now and i still cant see it, need urgent help as this is the main story line and i want to finish it ;p

Is there a world quest blocking your access to the quest? It seems to be a common issue going by the comments on wowhead.

world quest? as in the ones that pop up randomly at the bottom right of the screen all the time? i dont think so, is that the issue? i wonder if it solves it. ill give it a try =)

Unfortunately it didnt work =( im so stuck on what to do!

Im not sure i can explain it well enough, so on the big map by pressing m i can see the quest perfectly fine, although i cannot click it to activate it, so i go to it instead but then it doesnt show on the minimap and not even in game right in front of me!

ive tried everything now =( ive tried upgrading graphic cards, doing Microsoft updates, everything the internet has said ive tried, but unfortunately nothing works =(

I think this solves it. Khaliiq gives the quest “By Your Leave” in the top of the tower at 42.1, 23.4. Fly to the platform near the top and walk in to talk to him. When I originally did it, I think there were a good 10 people making a mess of that place, so I must have messed up getting the quest there and just assumed I was on the next leg… so I flew away.

If you abandoned the quest, you find Khaliiq at the Spot of the previous quest The Blade in the Night
