Can’t find a single horde player in Tiragarde Sound, not even a single one.
There were some at Tol Dagor but apparently Tol Dagor doesn’t count anymore…
Ye it’s a deadzone for Horde, but will be easy during assault.
As a horde player I did it 1st day of the weekly reset. The tortollen (not sure how to spell that) quest was a hot spot and my party made a bone pile around it. I suggest you target coa or tortollen quests.

I can’t find a single alliance player…
I sat at tortollan for ages, zero Horde. I play late night mind you. Lack of Alliance too in outer zone, but Boralus is full of quest victims if you are Horde. Try the Boralus Hook Point area, or form a group for main Boralus. You will wipe, but could quickly complete quest with outer kills, before center wakes up. I have not myself done that, basing on if cta is in Zandalar, I just go straight to docks for few mins with a group to complete.
But what can Alliance do to finish quest, wait for assault I guess. There is one wq though, when it’s up, the boss in the junkyard. A good spot to quickly get the quest done. Other wqs, even the az one, can be hard to see Horde. But ye, I play late, even harder.

I guess the earlier you do it with the weekly reset, the higher your chance in getting it done. The later you do it, the less horde/players you will encounter in the targeted map.
I agree with you, assault is the best course of action as long as it is in the call to arms map.
Very easy done it yesterday on assault on my alts. Tried it before - spend about 1 hour to make it on one character due to freehold entrance and fly camping.
