Can different chars with different pieces have the achievement for Warglaive of Azzinoth

Can ı have the achievement if ı have main hand warglaive of azzinoth on one char and off hand on the alt char,
and then finally transmog them?
In another words, do both of them have to be on the same character?

PS: Both chars can wield warglaives

You must equip both the off-hand and the main-hand warglaive on one character in order to get the achievement.
