Can I change conduits in BG starting gates?

Hi- I’m pretty sure I’ve seen players on Twitch changing conduits ahead of an arena match or RBG. But when I get into RBG (or indeed, anywhere else), I can’t switch conduits - only works in Sinfall at the Forge of Bonds. What am I doing wrong??
