As in not levelling an alt to 70 but choosing a timeline in Chromie time and locking XP at the chromie time max level and doing the dailies/proffs and faction stuff?
Like levelling a warlock in legion timeline and doing the story and endgame?

The only content you won’t be able to do is seasonal stuff, PVP and M+.
Depending on your level and gear you’ll be able to solo the dungeons and raids and do the complete story. If you lock your xp as say 45 (Legion Max Level) then you’ll need help with those but otherwise you’ll be able to do the WQs, the reps, the stories just fine. A high level friend can assist you in the dungeons and raid by them soloing the mobs with you following along.
A lot of players go back and complete the old achievements from those expansions to finish of rep grinds or do the raids that we might not have done at the time.
You can but why would you want to do that? The rewards will be the same if you do it at 70 or 45. And good luck finding a group for the old raids.
You can still do the quests at 70 and solo the dungeons and raids.
When I started I thought I would exp lock myself in Chromie time to complete all the previous expansions and then in few years the toon to become my main. But then I would have missed out on new content.
Timewalking weeks offer a great way to experience some of the old dungeons. I am not sure if there are groups for the raids during Timewalking. And the gear that drops you can actually use.
You’d be hard pressed finding people for legacy ‘end game’ stuff [Raids] in Retail when Classic and SoD exists, more so when Retail balances itself for endgame, not ‘leveling’ at that level and the fact old Tier set bonuses are disabled.
