As per the title, will I still be able to increase my rating & purchase the corresponding item level upgrades in the prepatch?
In all other seasons, you could do arena and get rating and get conquest and upgrade yes.
They also add a bit MMR and more people play, so getting rating in prepatch is waaaaaaaaaaaaaay easier than now.
And especially if you play aff 
Phew! Well actually I wanted to play my alts in rated solo shuffle if it is available, but I suspect it wouldn’t go well if I was condemned to spend the prepatch in base conquest gear without possibility of upgrading 
I dont think RSS will be available in the prepatch, but 2s/3s will be for sure.
When logging into the beta, it shows that “New features of the season” popup window, the first time you log in on the char. There it says that the rated shuffle is a new feature of DF s1, so yeah, it probably doesn’t come out until DF s1.
It appears to be available in the prepatch PTR under the “Rated” tab, I can queue for it but it never popped - presumably not enough people are queueing on the PTR.
I hope it is available in the prepatch, even if it is without rewards & rating is reset at the new level cap etc.
Well, you’ll see in a few days either way, but it’d be interesting to see off-season rating in rated solo shuffle during the prepatch.

that’s what it says in the beta, so maybe they’re calling it “new” despite it being there in prepatch. Anyway, people will confirm one or the other on Tuesday on NA servers either way.
