Yes, you can run Theramore’s Dall scenario in retail.

First you have to get to Pandaria, to Vale of Eternal Blossoms.
I think you should be able to get to Pandaria at your level from the portal in Orgrimmar’s Portal Room. If not, you will have to speak to Chromie outside the Orgrimmar Embassy and ask her to send you to Pandaria, then do the starter quests to open the portal.
In Vale of Eternal Blossoms, on the North-East side, is Mogu’shan Palace dungeon.
Above the entrance to Mogu’shan Palace is the Seat of Knowledge, where the Lorewalkers gather.
In the Seat of Knowledge is Lorewalker Fu, Scenario Storyteller. Talk to him and choose Theramore’s Fall.
Ughhh i’m on a different account. I tried with my lvl80 character, I came to Vale of Eternal Blossoms and the Fu is not at the entrance of the dungeon. Should I be on Chromie time in MoP for him to be there?
Not at the entrance of the dungeon.

Fly up, and you will see a door above.
