I never liked any ally race and all my chars are horde.
However the new kul tiran human, with that sailor/piratesque appearance, has picked my interest and would probably be the only ally race I'd ever play.
So I was wondering, will I be able to unlock KT human by completing all story/reps on horde? Or do I necessarily need to create an ally character, level it to 120, then grind rep and finally unlock it? Because that would be a huge deal breaker :(

Cant contribute to the unlock on the horde side at all as far as I can tell but one of the criteria might be a raid so that part may be doable on horde but doubt it.

Just like with Dark Iron Dwarves you need to do the rep on an Alliance toon.
But there's still plenty of time to get the rep before they release. 8.1 comes in a month, 8.1.5 will come out like 2-3 months after that. That's plenty of time to get the rep.

Moritz pretty much summed it up, you need a 120 lvl alliance charecter with the unlock requierments finished. Nothing have been said as far as i know if the raid work on horde and make it count toward KT humans and vica versa then, but i guess more news will perhaps come closer to their patch on that part at least.
I sort of miss that in Legion you just needed max lvl of the oppsite faction but could unlock the requierment on either faction to use said allied race. It does make sense to lock it to faction then in BfA as it makes you play both sides if you want one.

Horde can't get rep with the Proudmoore Admiralty or do the Alliance War Campaign. Plus we can't talk to Anduin in his embassy, so no.

If you then faction change that Horde character to Alliance and complete the Alliance war campaign, sure.
In the past new races would be given to player accounts as you buy the current expansion.
Draenai and Blood Elves, Worgen and Goblins, Pandaren.
But now you have to 'earn' your races. So people that are loyalists to only one faction have to accept their account is lacking or roll a toon on the other faction.
Kinda makes the faction pride thing moot.
