A friend of mine got 2 tier pieces from Great Valut. One was in a box of the Raid section, but the other piece was in a box of the M+ section? Is this expected?

Yes it happens. It was the same during Shadowlands as well.
I got 2 pieces on my priest (1 raid, 1 M+), and 1 Piece on my Mage (Just M+, didn’t raid).
If anything it’s really nice that they seem to have improved the chance of it appearing. As it was really frustrating during SL when you didn’t get any pieces.
