Can someone explain resist?

I play mage with 3 points in elemental precision (6% reduce chance to resist). I am currently lvl 39 farming mobs lvl 33-35 and maybe once every 3 pulls (around 8 mobs per pull) i get a resist. I seem to remember there’s a 1% chance resist that we can’t cap but atm I have to block or cold snap every 2 or 3 pulls just to get everyone nova. And I am 4 to 6 lvl HIGHER than the mobs I farm, how is this possible ?

I have been farming the same spot with a mage on HC from lvl 33 to 40 and never had that much issue. Also why is the Blizzard spell not doing damage for the first 2 to 3 seconds when there is the tiniest bump of dirt on the path I’m aoeing ?

Am I just having a bad session or is it something other players have witnessed ?

Resist is basically caster miss, and there’s always that one percent that you will miss.

Some mobs have magic resistance. Dragons are often resistant to fire spells.
Demon fel hunter are often resistant to all schools of magic.

Resist in combat log look the same from several sources.

Source 1: Lack of hit.
Source 2: the constant 1% you talked about
Source 3: Binary spells resist du to spell resistance on the mob.

Binary spells are spells which can only have full effect (hit) or no effect (resist); partial resists are not possible.
