As stated, the time of release of the new quest is super confusing. When is it going to be released??? Is it today, is it on the event start?!
The quest is part of the event so will be available when the event starts.
From July 30 to August 26, confront the memories of Azeroth during the new pre-expansion event and collect Residual Memories to purchase new items to add to your Warband collection.
Players who have reached level 70 will receive an introductory quest and then will be directed to visit Dalaran to start. Players under level 70 will be immediately directed to Dalaran.

How did you get to the conclusion it’s part of the event? Where is the actual phrase that states that?

Yes your correct, i’m getting them mixed up. The Visions quest is the follow up to the Harbringer quests.
Yes, and it’s weird that they don’t give an exact moment when this quest is going to pop up.
