To expand on what Punyelf said. Yes you can, but you will have needed to have killed Neltharion or Sarkareth that week for it to be available, since every boss you kill unlock loot tables for vault for that boss and every boss before it.

You only need to have them killed once. After that its always available as a potential vault drop.

Really? I was under the impression it was a weekly kill lock. My mistake

Nah. Never was. For instance my cloak is from a non sark kill week vault.

I got Voice of the Silent Star before killing Scalecommander Sarkareth from vault. Maybe its different on LFR.
