It isn’t? Cause it was… It made your arms look weird if you didn’t use the chest piece as you’d lose the totems and upper arm bands.
Normal tauren totem is a cloak.
But the chest piece being purple compliments the rest of the set for sticking to a very purple, gold and silver scheme.

The ideal for me would be to have two versions of the chest, one with the wings and one without the wings.
The ren’dorei cloak completes the armor, without it I find the outfit unfinished.

It’s paintings in the middle of nowhere that - with the current incredibly small playerbase - have probably not even seen the light of someone’s monitor in months.
It’s the politics behind it that people care about.
I’m all for changing it to a cloak, should’ve been from the start.
