I would definitely agree with reducing the damage of Chaos Bolt, but maybe not by a quarter. Historically, Chaos Bolt has always been a spell that burned a quarter, if not a third, of a target’s HP in PvP when bursting; nothing has changed since then.
Currently, they can’t lower its damage. In the new expansion, if they significantly increased the damage of Conflagrate and Incinerate, and Incinerate itself could be cast while moving, then Chaos Bolt’s damage could easily be reduced. BUT the lack of the ritual of ruin will not be a trivial matter, you will probably lose the kill window and consequently the damage will be difficult to lower
But unfortunately, the destruction problem has been the same for years: in the first season, it’s mild in damage, but as the seasons progress and mastery increases, it becomes lethal. In any case, it’s a spec that’s not impossible to “turn off” by juggling CDs and kicks well.
