People aren’t taking Enhancement Shamans for their totems, they are taking them because their dps, like Frost DK, is out of this world. There is no way in any context that you can see Enhance Shaman at any point during TWW to the moment I wrote this post as anything other than S-Tier.
I play an Enhance Shaman too so I’m well aware of how good it is, the damage is nuts. That tier list is hilariously off base regardless of what context you use, there are specs that are effectively dead in M+ being ranked as slightly better than Ret which is one of the few specs commonly seen in the big M+ keys, even after nerfs.
