I’m not sure that’s necessarily true. Lack of evidence for ‘regular’ undead worgen doesn’t necessarily prove it one way or another. Unless I’m missing some piece of (obscure) lore. Which is more than likely. Not exactly a worgen expert.
They can’t be raised to regular Forsaken at least, as seen in the Silverpine quests when the Hillsbrad refugees drink the blood of Crowley to become Worgen to prevent them from being killed and raised by a Valkyr.
But that could also imply they’re becoming worgen to stand a fighting chance against the Forsaken, so they aren’t slain AND THEN raised by the valkyr. Since they’re stranded refugees cut off from support, the alternative is to be a die trying as a regular old human. Or is it specifically stated that if they become worgen, they can’t be raised, period? You understand what I’m trying to figure out?
In that quest, in their dialogue it is started they rather die than become worgen.
Edit: So yeah, they drank the Blood to fight bk and to prevent being risen should they die.

Adding onto what others have already said, Sylvanas’ val’kyr ((back then before it got retconned)) could only raise humans. Which is why the 7th Legion sent regiments of non-human soldiers to aid the Gilnean Liberation Front in the fighting around the Greymane Wall and Pyrewood.

But in regards to worgen, not only are worgen by themselves highly resistant to being raised as undead due to the nature of their curse, worgen that have undergone the rite of balance are even more resistant, as per Ask the CDevs round 2.
Not only are the Val’kyr less powerful than the Lich King when it comes to raising the undead, but the worgen curse also makes raising them into undeath far more difficult than it is for normal humans. The worgen curse has roots in both the Emerald Dream (through the wolf Ancient, Goldrinn) and the holy power of the goddess Elune. In addition, those worgen who imbibe the waters of Tal’doren—through the ritual they undergo to maintain balance between the worgen curse and their humanity—have a further resistance to the corruption of undeath.
Yepp, essentially raising worgen as a dk works, but it is very hard, raising worgen as undead is kinda impossible.
It pretty much took the Lich King himself, which is why it’s iffy to RP a worgen DK that is not one of the original “Third Generation” from Acherus.
