No. Most racials can’t be used in turtle.

Yes, but paladins are allowed to attack while they are immune. We are not. So therefore most “attack” racials can’t be used while turtle is up.
Why does Mendig bandage work but the zandalari racial not ?
Because mending bandage is a heal. And zandalari racial being an attack is not a heal.
Which part of “Regenerate 100% of your maximum health over 6 sec, interrupted by damage.” is an attack, exactly?

100% sure and certain you could use Regeneratin’ while in turtle during BFA, idk if they changed it. That being said turtle doesn’t remove any dot so use carefully
