Cannot bind non-English characters

So, the game doesn’t recognise non-English characters.

So, I cannot use ö, I cannot use þ, I cannot use ð, I cannot use æ. They still work in chat, but cannot be bound in the key bindings settings - it just ignores if I press them and still waits for me to press a key.

i can use Ö. but its shown as ?
and i can not Å Ä Ö all of these at once. only 1 of them and its shown as ?
i did test on retail.
