Cannot buy tier 3 items after finishing Echoes of War quest

Hi,
I finished the quest Echoes of War and after speaking with Commander Eligor Dawnbringer again I cannot buy tier 3 items from him.
I am playing SOD on the server Living Flame.
Name: Grgaman

Running /run print(C_QuestLog.IsQuestFlaggedCompleted(9033)) returns true
