Cannot go to Vashj'ir

Hi, can someone help me?

I wanted to start Vashj’ir in order to unlock the portal to the zone. Talked to Burns in the harbor, but then accidentally missed the boat (I think). Now zero NPC spawns, so nothing triggers the ship to arrive. And somehow the quest is not appearing in the quest log, so I cannot abandon it. I know that there is a long waiting for the ship to arrive, and NPC sailors talk until it comes, but I don’t have talking NPC’s at all.

Is there any way to reset it? Or I lost the chance exploring Vashj’ir on this character?

Picked up the quest near the harbor? Should be in the tower near the harbor. Picking it up triggers the blabla lore talk and then the boat pops.
