I am currently level 66 I want to lock my XP at level 69 however the NPC in the keep does not appear.
If the NPC isn’t there it’s likely a phasing issue with an incomplete quest chain that takes place there.
Yeah after looking into it seems its an issue with doing tutorial island and there is no fix so I cannot play the game how I want to anymore how ridiculous.
There´s also one in ironforge in the hall of explorers, or at least used to be, might be worth taking a look there.
I can find 0 information about this NPC in Ironforge anywhere I don’t think it exists, but I checked anyway and yeah doesn’t exist.
It did 100% exist when level locking was first introduced, I used him to lock one of my alts to level 19 for Twink PvP which was a thing way back in the day.
But yeah, thats why I said used to be, because as a non user of the service I wasn’t sure whether he had been removed at some point or not.
I can only hope that you´ve submitted a bug report and /or ticket and that they will soon find a solution for you. 
I’ve submitted a bug report and submitted a ticket but I wasnt sure what to do it under so just did “Stuck on quest” I have 0 faith either will accomplish anything though.

Still been ignored on twitter, spent 3 hours sat outside the Keep asking for help to try and party up which i’ve read might work and no one is really there and those that have been just ignore me. All I want to do is cap my level. What an absolute joke.

Just for anyone who might run into the same issue i managed to finally get someone who could see him in Stormwind Keep, He invited me to a party, i party sync’d and could then interact with him so i’ve managed to lock my XP at level 69. Only issue I imagine is when I want to gain XP again im gonna have to find someone else to repeat the process.
So i also like to play with stuff like this, while i can lock my Exp, the issue im having is teaming up with my 80 to boost a lower level in the DF zone, no matter what i try they are phased.
The lv80 isnt locked in Time walking obviously and im in the “present” timeline on the alt, which should be DF, but when i go into the DF zones, we are phased.
I´m glad to see you found a solution. Granted it´s an annoying one, but at least there IS a workaround.
But as far as Twitter CS goes, while I can´t speak for Blizzard specifically , the company I work for also offers it, as do many of our contemporaries, but it´s role is not in any way to help resolve significant ingame issues, especially those that require work on the actual code which is obviously the case here.
The 5 people running the twitter account in 3 shifts 24/7/365 do not even have access to our ticket system, nor are they trained in anything more than basic level 1 support… The don´t even sit in the same building as we devs do but in a cubicle in the corner of Marketing. Their job is solely to communicate what at we spoon feed them, further curated BY marketing (because we devs arent always so great at the whole "not accidentally pissing people off "thing) and to provide a similar grade of Level 1 support to our hotline if possible.
That directly means that the only problems they can help you solve are problems that you can solve yourself, for literally everything else they will either disregard your messages entirely, or politely ask you to call the hotline /submit a ticket, depending on the content and tone of your message.
I can only assume that Blizzard´s Twitter CS functions in a similar capacity, especially since this is more or less par for teh course across the entire industry, not just in gaming.

Blizzard need to put that NPC in another place, like maybe with the class trainers like in Orgrimmar. Having it in the place with umpteen different phases is not a good idea.
