Cannot start Dragonflight campaign bug

I cannot start dragonflight campaign on any character or new characters created:
What happened to me:

  1. Create a new character
  2. Level from 1-10 in the new starting area
  3. Reach Stormwind with no clear direction on how to proceed
  4. Check campaign (on map), says I need to reach level 18 to continue the Dragonflight campaign.
  5. Grind dungeons to level 18, check again, and it says I need to reach level 28 now.
  6. Grind dungeons to level 28, check again, and now it says I need to reach level 36.

This is clearly a bug and is ruining the leveling experience. Past level 10 there is no clear direction on how to proceed at all.
