Apparently it requires some quest from dragonflight which isn’t directly accessible. Where exactly does the quest series required to gain access to the Eye of Eternity begin? Quite a shock after coming back to the game after couple expansion break that you can’t reminisce by doing all the raids anymore.

I do see some comments about being phased if you are on a quest from Battle for Azeroth, a Bolt from the Blue, where you have to meet Kalecgos there. And I remember it played a part in the Dragonwrath questline from Cata, somabe that would interfere as well.
So maybe, if you are on some questline where the RP requires you to show up there and meet someone, you have to get that out of the way first, before you can use the normal, un-phased entrance.
But no. Just no. A normal, healthy level 80 can just walk in.
So what is going wrong for you? Maybe we can figure out what is happening. Remember, the entry for The Eye of Eternity is the top portal in the Nexus building, above the portals to the Nexus and the Oculus.
Pretty sure I’ve abandoned any Battle for Azeroth quests, since that’s when I quit the game, and haven’t done any Dragonflight stuff on this main character either (there’s at least one Nexus related Dragonflight quest) Cataclysm stuff I’ve done for sure.
I’ve double checked it’s the right entrance, green’ish portal like raid entrance should be, my character just walks (and flies for that matter) right through, no matter which way or how many times I try.
edit: and just for the sake of it, yes, I was able to enter it back in the day no problems, not sure if I ever tried during Battle of Azeroth but before that for sure.
This is crazy. Crazy! The devs, like Mad Scientists, have created the Phasing Monster and lost control of it, which is now rampaging through the lands like the Scourge, and snacking on random adventurers.

I had been there to check the situation the first time I answered.
I went back on another character to check again.
And I couldn’t enter either!
Huh??
On my mimimap, I saw A Bolt from the Blue quest, and recognised it from the comments.
I flew up top, and there was Kalecgos waiting to give me the quest.
I put on the Heart, did the quest, took Kalec’s offer of teleport to the Chamber, learned the Essence, came back, and now I can enter normally.
So, even though I didn’t have the quest, the area was phased for me to take it.
/facepalm
It was quite a coincidence that the character I used this time was also ready for that quest.
So, at least, that’s your answer. Fly up top. Put on the Heart. Switch to Steady Flight. Meet Kalecgos. Do the thing.
