Hey guys,
as the title says i can’t create Kul’tiran characters despite having all the requirements. Any ideas how to solve this or this is actually not on my end?

https://imgur.com/d8r64wdYou’ve unlocked the requirements, but have you done the unlock quest? The one involving going around Tiragarde sound finding ship crew etc and naming a ship?
The quest chain starts in Stormwind at the embassy called “Made in Kul Tiras” which sends you to Boralus Harbour to talk to Cyrus.
I guess not. However Cyrus doesn’t give me any quests. 
Go back the Embasssy and accept the quest, THEN go to see Cyrus
If you look at the first screenshot you will see that i was literally standing in the embassy and that there are no quests whatsoever.
I don’t remember exactly where/how in the embassy I started it. Wowhead says it starts with Lady Jaina Proudmoore, I wonder if as the timeline has moved on if she is not at the embassy? I assume there is no quest to start at the bottom of the board showing you the kul tiran race?
You may have to find where Lady Jaina is, I can see you have rather a lot of the newer quests open which could mean she is phased to a different area for you, seek her out and see if she has the quest if the Kul Tiran flag board does not offer it. Keep in mind she may be in Proudmoore Keep or Nazjatar.
Edit: I can see the first quest in your log involves Lady Jaina which is a quick scenario to sail to Theramore… I’d complete that and try again, it’s just cinematics, takes 30 seconds to be honest. It may correct the phasing as she will be on the boat in boralus waiting to sail with you.

Didn’t work. I finished all the quests involving Jaina but still nothing…
I opened an ingame ticket now. See if this helps.
Why was this moved btw? I’m neither new nor returning. Doesn’t make sense.
When the 8.1.5 patch came out originaly you would get quest in embassy from Jaina. In 8.2.5 they consolidated all allied races questlines to one npc, pandern leaders. So Aysa Cloudsinger should give you a quest. Also you seem to have a lot of active quests. Maybe you have taken this quest already and is somewhere in your questlog.
I checked my quests already. And Aysa Cloundsinger doesn’t give doesn’t give me any quests.
I checked your character on wowhead quest completist tool. According to this tool you already completed this specific quest. Go to the comments on that quest on WoWhead, there is a list of all quests in the chain and check if you have any of those quests in your log. You can also create account and load your character, then it will show you what quests your character completed.
