So got to level 70 and now I want the skin for my Ashbringer (I have done 0 legion content to acquire this).
So I go to Legion Dalaran and there is nothing there apart from these 3 quests thats given by Khadgar and 2 other people next to him, each per spec.
After each full chain per character they do the infuse your weapon with their power and after finishing all 3. nothing.
Any help would be appriceated , just trying to get the corrupted ashbringer skin
weird. normally when you teleport in dalaran there is tyrosus tampering the pc “by the light i found you!!!”.
But sincerely i dont know if goin not via chromie time is the same.
Perhaps check a Warboard in SW / Org. There may be a breadcrumb quest to start Legion Campaign. I know you can’t do this with Chromie at 70.
Yeah, saw a lot of people mention this in other topics but I didnt get anyone like this for my current character.
I haven’t tried it lately, but previously the class hall npc would appear after walking around Dalaran for a while. So, I usually just go get the mining/herbalism talents and after walking away from the trainers, the NPC appears
Literally right beside Priest’s.
I don’t really know enough information about what you have done to guide you too well but I can suggest that you go to the eastern plaguelands and see if the hall will open up manually. Aka: click the floor secret door in the chapel.

The Legion intro scenario “The Battle for Broken Shore” is broken (for months now) and I think since 10.2.7 the class quests in Dalaran also no longer work for some characters/players (or everyone, I’m not sure).
Furthermore, you could try to get the original legion quest by using the heroes call board. You have to keep accepting quests until it appears, which… can take some time… but they should be there!
Alternatively and you need a friend or a second account for this, party up with someone who is below level 60 and able to use chromie time. Have them enter legion chromie time, go to the war board and pick up the legion quest. Use party sync and then have them share it with you. Assuming it is shareable 
Okay guys I managed to figure it out.
I finished the Harbinger Quest and the second I came out of the void, some Paladin came running to me with an artifact quest.
Thank you all so much and I hope people who run into the same problem can solve it as well.
So I think The Harbinger quest was gatekeeping the artifact starting quest perhaps
Ah, yes. They have a habit of doing that due to phasing. Good for future people to know, glad you sorted it
