Looking at the comments on Wowhead

It suggests some addons block the extra action button from working.

Did you get it pop up and were you able to use it?

i have used the extra action bar anc finished the quest tasks. on silvermoon server on a seperate character but the NPC isnt spawning for me or anyone else

this is the character i am tyring to complete the quest on. unfortunately it still hasnt spawned in so i still canot complete the quest

Sounds like it could be bugged, and you’ll need to file an in game bug report. You won’t get a response but it will go to the right people.

Then keep an eye out for any hotfixes.

  1. Press Esc or click the ? button to open the menu.
  2. Click Support.
  3. Click Submit feedback or bug report.
  4. Enter the details of the bug into the Submit a bug description box, making sure to follow the guidelines outlined on the submission form.
  5. Click Submit.
