I can’t hold and drag characters in main menu anymore. I can only use arrows. I have a lot of alts and it’s super annoying and takes a lot of time.

How often are you re-ordering your characters for this to even be an issue?
i order my character x level. 60 at the top, lower levels at the bottom. honestly, i had this issue too, but at least there is another way:
when you click the character you can see near the left of the character string 2 arrows,
and
clicking them will put the character 1 way up or 1 way down. kinda lame but eh, at least the feature still exists
I know arrows are very annoying to use…

why did they remove the option to use the mouse is complete mistery to me

More than I would like to admit 
Sometimes I reorder them after how much I favor each, sometimes my main and mainalt is on the top - sometimes I reorder them by level, and sometimes by colour. But I’m also a wierdo
