Could someone please explain to me how does layering work? Me and my friend both play on Ravencrest realm, we both have WarMode off but we are in a different shards. When he invites me to the party we simply cannot see each other. I can see him standing near me at the minimap but I cannot see him ingame and other people from his shard.
We tried relogging and trying this on the next day but nothing changes.

I suspect your problem is that you are in different timelines. I’m not too familiar with this, since it was only introduced with Shadowlands, but when people have chosen an expansion from Chromie, they are sharded separately from people who are “in” another expansion.
One of you is 36, so can use Chromie, and one is too low-level to do that.
I suggest you try:
Level 36 asks Chromie to return to current timeline. That might fix it on its own.
