I did all the Kalimdor races and went to Orgrimmar to turn it in, but there is no questionmark over the NPC. I can see the question mark on the minimap. There is other players with the same problem here.

I turned back the timeline in uldum as you had to do that for the cup races. this did not help with the missing quest completion! =(

Currently you have to turn in the quest to Lord Andestrasz in Valdrakken not Stormwind.
He’s near the transformation rostrum where you changed the look of your dragonriding mounts in Dragonflight:
/way #2112 27.0 47.2 Lord Andestrasz
(The fact that this quest marker points you in the wrong direction to begin with is yet another example of Blizzard’s recent super-high standard in Quality Assurance testing. Yup, firing all those QA people was definitely the way to go)

Could the company consider lowering player required level for participation?
At first you needed 60 to dragonride and over time as Cups kept getting introduced to older continents, quest requirement from the Lord Andestrasz dropped down to player level 30 (with some weird bug reports that you still needed to be lvl 35 in order to see the npcs which actually start the race at specific locations).
Dragonriding, or skyriding as it is known now is available much sooner, as early as level 10. Adjust the player level requirements please. It wouldn’t be so game breaking because of how beginners and fresh characters are no longer excluded from participating in Timewalking or many other Holiday World Events or activities.
For example a level 10 can already partake in all of the Dragon Isles races, except for the ones in Emerald Dream, because the zone is locked behind a higher-level quest.
