Can't update turn wow on from battle net app

i tried updating my wow but i keep getting this message…

i also tried logging from the folder without the battle net app, yet i get this message:

i tried every possible way - uninstalling battle net app - followed the steps given by blizzard - still no use.

CAS System was unable to initialize: Tact instance creation failed - Support / Technical Support - World of Warcraft Forums (blizzard.com)
Uninstall game.
Delete all folders connected to the game.
Install game again.
