Can't use hidden artifact appearance(legion)

hey!

I just got the hidden artrifact appearance for the frost mage. but I can’t tmog it onto any of my weapons(not even artifacts) I can only use it on ebonblade trough the class hall itself.

anyone here who has had the same issue, or has a fix for me?
