I have a question about the maximum level of 70, when I will be available whether in a prepatch or only when the add-on will be released.
Now a new talent tree is coming out, but the last talents are at level 70.

It will be when the expansion releases, the prepatch is just for adding the new race/class, having the pre-Dragonflight event and introducing the new talent trees. This will come in different phases over the coming weeks.
ok but we get new talent tree in two days, what about last tier talents when we stayed at level 60
You will have access to all talents but you have only limited points to spend.
Not entirely sure what you mean but the current talent system will change to the new ones for the whole game, not just those who have Dragonflight.
Um, ackshually it’s called an expansion, not an addon (which is a different thing).
