with a 40 char even if i abandon it ( Hero’s Call: Twilight Highlands!) the throne room will stay in BFA phase even while I see the quest on the map from the admiral (Twilight Shores) on the map hes not in the throne room multiple times swapping to “normal” time and “cataclysm” at chromie doesnt solve that either the throne room stays in BFA phase ( Anduin is 2 rooms over and offering the Kultiran quest ). the Throne room is empty except 2 Golden armored guards to the garden side.
Same issue happens for my Gf ( Char name Tallariel on Antonidas DE )
This Bug dates back on wowhead atleast to 12.11.2020
This also makes the entire zone ( Twillight Highlands ) Unplayable cause there are no quests if you enter via Portal.
Literarily No quests except the account wide pet battle quests were active.
Edit: This usually means you’re phased with another quest currently. I see from other offered solutions that you should’ve been able to pick up Twilight Shores otherwise.
Edit 2: From other similar problems finishing up the quests you have could clear up the phased zone for you to continue with your desired quest. As confirmed below by Tyrskorn.

What Saneko meant is quests in Stormwind or elsewhere that might put Anduin somewhere different. I suggest you clear any quest chains you may be on (the whole chains not individual quests).

So in general, once you’ve started a quest chain that triggers specific phasing, just abandoning the quest won’t change it back but rather you’d have to finish the full chain in order to return to the regular phasing.
In this case you should still be able to grab the next quest along, as per the steps here:
