Sadly we will get 5.4 patch where Cyclone was removed from PS, yes. Feral will not be particularly good without it and will struggle to do good CC, but damage is still good and we can shift out of roots again
They should not release MoP on the last patch. That patch was a disaster as evident by the sweeping class changes in Legion.
What would you say is disastrous about 5.4 aside from ferals losing instant cyclones?
